With this CL, InputMethodService#onUpdateCursor and
InputMethodService#onUpdateCursorAnchorInfo can be enabled
on L when ENABLE_CURSOR_ANCHOR_INFO_CALLBACK and
ENABLE_CURSOR_RECT_CALLBACK are specified, respectively.
